Buildcache cmd: add install -o/--otherarch option for installing macOS buildcaches on linux (#15192)
* Buildcache command: add install option -o/--otherarch
This will allow matching specs from other archs, for example
installing macOS buildcaches on linux hosts.
* spack commands --update-completion
