MPICH: optional libxml2 support; NAG patches (#15235)
* Add patches when building with NAG
* Make libxml2 support optional. Also include conflict for
@:3.2~hydra+libxml2 since @:3.2~hydra does not require libxml2
support
* Add '--disable-silent-rules' to get more verbose output during
the build
