openmpi: inherit CudaPackage (#29917)
OpenMPI includes cuda_runtime.h, which errors with `#error --
unsupported GNU version! gcc versions later than 9 are not supported!`
By inheriting CudaPackage, the proper conflicts between `cuda` and
`gcc`/`clang` are added.
