Install: Add use-buildcache option to install (#32537)
Install: Add use-buildcache option to install
* Allow differentiating between top level packages and dependencies when
determining whether to install from the cache or not.
* Add unit test for --use-buildcache
* Use metavar to display use-buildcache options.
* Update spack-completion
