Merge branch 'features/optional-deps' into develop

This includes:
- Much better variant support (+debug/-debug)
- Optional dependency support (depends_on(... , when='<condition>')
- New config file format (YAML in ~/.spack)
- New Spec format (YAML in $prefix/.spack/spec.yaml)
