Working Lock class, now uses POSIX fcntl locks, extensive unit test.
- llnl.util.lock now uses fcntl.lockf instead of flock
- purported to have more NFS compatibility.
- Added an extensive test case for locks.
- tests acquiring, releasing, upgrading, timeouts, shared, & exclusive cases.
