tau: update test functions (#42432)
* Updated with generic test functions
* Added level_zero test
As the compiler is not installed by TAU, it should be loaded first and run with --dirty. Will check if there is a way to make it work without --dirty.
* Update var/spack/repos/builtin/packages/tau/package.py
