New ACTS versions (#12484)
* Add new ACTS releases
* Update ACTS dependency requirements
* We can actually be more specific here
* The material plugin is gone as of ACTS v0.10.0
* Add 0.10.4 release
* Remove material mapping plugin
It was merged into core as of 0.10.x, and given ACTS' youth it is unlikely to have actual users at this point in time.
