suite-sparse: general fixes (#27283)
- disable graphblas by default (very slow to compile)
- fix patch upperbound for cuda 11
- remove find_system_libs; not sure why it was added in the first place,
but it makes spack rather unusable as it introduces an rpath to /lib/...
