[py-pyspark] new version and limited python for old versions (#21602)
* fixed install with ver 3 and python 3.0
* replaced @3 with @2.999
* [py-pyspark] added version requirements for py-py4j
* [py-pyspark] all versions require at least version 2.7 of python
* [py-pyspark] fixed comma syntax
