Fix HPL build, convert to MakefilePackage (#3777)
* Fix HPL build, convert to MakefilePackage
* Flake8 fix
* Fix: spec -> self.spec
* Properly query for system libraries
* Update Intel-MKL as well
* Recurse in system libs, fix MKL path, fixes lapack_libs
