LIKWID: Switch to perf_event backend to allow user installations but with limited features (#8886)
* Switch to perf_event backend to allow user installations but with limited features.
* Fix flake8 issues
* Fix flake8 issues remove filter for INSTALL_CHOWN
* Incorporate the comments
