Paths with spaces are an issue on Windows and our current powershell scripts are not sufficiently hardended against their use. This PR removes promlematic commandlets that do not work well with paths with spaces and adds escape quotes in other areas where this could be an issue.

The `filter_file` should disable both old and new. Better (maybe, but more complicated) would be to add the `can_fail` flag for this test. The `iconv` argument was already deprecated and has now been removed. It is now resolved through meson itself, https://gitlab.gnome.org/GNOME/glib/-/commit/e71ecc8771a4f13bc6046438ab0845944831b9a6.
