scripts/newstrap: Use _TARGET for gcc-pass2 also
EXTRADEPENDS_HOST isn't correct for this and failed to build a
ppc64le toolchain for me locally, even though m68k is fine.
With this change I have a fully functional ppc64le toolchain.
