bootstrap: lazy bootstrapping of clingo and GnuPG (#44026)
Currently bootstrapping from source fails because clingo requires gnupg
requires clingo.
This commit stops eager bootstrapping. We don't need `patchelf` nor `gnupg`
generally. They're bootstrapped when needed.
