'spack urls' debugging command, more consistent URL extrapolation.
- spack urls inspects all URLs in packages, prints out colors to show how they are parased. - URL extrapolation test added. - Extrapolation is more consistent now. - Extrapolation handles more complex URLs. - More test cases for extrapolation.
