Binary caching: avoid duplicate RPATHs, unnecessary updates (#19061)
* Remove duplication of reconstructed RPATHs caused by multiple
identical entries in prefixes dictionary
* Don't rewrite RPATHs if relative RPATHs are unchanged because the
directory layout is unchanged
