Mpifileutils (#4283)
* adding mpifileutils * mpifileutils: add +lustre variant * mpifileutils: add variant for xattr * mpifileutils: update to AutotoolsPackage * mpifileutils: simplify and eliminate redundant make * mpifileutils: drop unnecessary comments
